Initiatives

Establishment of CIOG Kenya was informed by the need to strengthen community voice and enhance its ability to determine its own affairs. This is driven by the desire to foster evidenced-based advocacy for effective service delivery. Whereas citizens have a duty to influence and align government priorities to their needs and preference, inadequacies in organization, capacity and absence of active community groups to engage in budget and policy-making process is an impediment. Therefore, CIOG Kenya was mainly established to provide technical support to civil society, citizens organized groups and governments through research, innovation and training. Open Government Initiatives

Elgeyo Marakwet County joined the Open Government Partnership (OGP) Local Program in 2016 – a multilateral initiative for open government reformers that aims to secure concrete commitments from the government in areas of transparency, citizens’ empowerment, fighting corruption, and harnessing of new technologies to strengthen governance. The county government then developed its pilot OGP Local Action Plan 2017 whose assessment showed promising early results that led to the scaling of OGP Local Program. This meant that Elgeyo Marakwet County’s participation in the program continues through 2020, during which county is expected to develop and implement a second set of commitments (Action Plan II)

Experimenting and Strengthening Participatory Approaches

Following enactment of Kenya’s new constitution in 2010, Kenyans endorsed legal requirements for public participation. Under this component, CIOG Kenya has pursued the following:

Research and Analysis

CIOG Kenya works with public service delivery advocacy groups to better engage in and shape policy and budget priority setting. CIOG Kenya analyses and researches on budgets and public policies with the aim of providing target actors with relevant and necessary information and platforms for discussions. In addition, CIOG Kenya train civil society, community organized groups and government with the aim of strengthening public finance and policy knowledge and, to improve the deliberative capacity of both state and non-state actors.
